I would question paying whatever the original cost was as some of the details make it a clearly non "real" jersey (vs the ones that are cheaper quality but try and look somewhat real from a distance). I bought it as something I don't mind getting dirty or worn to represent my fandom when out and about, but will still wear a true jersey on gameday as this one is too cheesy (sort of like the the old Jordan's with the "not quite Nike" swoosh) Also, the Chicago "C" on the shoulder is more obvious and obtrusive than the picture on the site conveys. But hey, for $15...
It is what you expect for 28 dollars. I got this for my son. Of course the numbers will soon start to peel but for a kid it won't matter by then.
