Their abolition in our own country would allow of an increase of population to be reckoned by the tens of millions, and with a higher standard of living than at present. The total taxes on stimulants in the United Kingdom are 42,900,000'. They form about five-eighths of the imperial taxation and two-fifths of the total taxation, both imperial and local, of the United Kingdom. Of this total, tea, coffee, &c, amount to 5,700,000'., while alcoholic liquors and tobacco amount to 37,200,000'. The latter is therefore an income tax, paid in hard cash to the Treasury through the medium of the retailer, of nearly Id. in the pound on the gross income of every man, woman, and child in the United Kingdom, or a poll tax of more than a pound. The whole of the imperial taxation of the working classes is on their luxuries, the main weight being on their alcohol and tobacco; it amounts to about 26s. per head, whilst the local taxes are only about 10s. more. In fact, now the British workman does not pay one farthing of imperial taxes except on his luxuries, and this should always be particularly noted. Mr. Henry George puts his panacea into practical form by proposing ( Progress and Poverty, p. 288) to abolish all taxation save that upon land values, but no juster or more beneficial taxation could be devised than this upon luxuries, which conserves for national purposes a great portion of their waste, and, especially in the case of alcohol, limits the spread of intemperance by making it more costly.
